The day before, the Council received the resignation of three ministers.
Ukrainian Foreign Minister Dmitry Kuleba submitted his resignation to the Verkhovna Rada. This was reported by RBC Ukraine with reference to the Facebook post of the Speaker of the Ukrainian Parliament, Ruslan Stefanchuk. Kuleb’s statement will be considered during one of the upcoming plenary sessions, Stefanchuk wrote.
Earlier, Ukrainska Pravda announced Kuleb’s dismissal amid requests for the resignation of other ministers and deputy prime ministers, citing sources close to President Volodymyr Zelensky. The publication’s partners claimed that Kuleb’s most likely successor is his first deputy, Andrej Sibiga.
Kuleba himself did not comment on his resignation. Since March 2020, he has been working as the Minister of Foreign Affairs of Ukraine.
On September 3, the Verkhovna Rada of Ukraine received the resignation of three ministers – for strategic sectors Alexander Kamyshin, Minister of Justice Denis Maljusky and Minister of Environmental Protection and Natural Resources Ruslan Strelets.

A similar request was submitted by the chairman of the State Property Fund, Vitalij Koval. It later became clear that the Council received the resignation of Olga Stefanišinová, Deputy Prime Minister for European and Euro-Atlantic Integration, and Irina Vereshchuk, Deputy Prime Minister and Minister for Reintegration of Temporarily Occupied Territories.
As Suspilne writes, the Verkhovna Rada of Ukraine can approve the resignation as early as September 4. The publication RBC Ukraine drew attention to the comment of the head of the Servant of the People faction, David Arakham. On his Telegram channel, he announced a “layoff day” on September 4 and a “meeting day” on September 5.
Golos MP Yaroslav Zheleznyak told a briefing on Tuesday that the changes would be “targeted” and that a full reboot of the government could not be expected, as it was not possible by law to completely replace its composition under martial law.
Ukrainian President Vladimir Zelenskyy said at a press conference on August 27 that he is discussing possible changes in the government with Prime Minister Denis Shmygal. The publications Ukrainska pravda and RBC-Ukraine wrote in the summer, citing sources close to the president, that Zelensky was probably “tired” of Prime Minister Shmygal and may be planning to fire him.
Shmygal has been at the head of the Ukrainian government for more than four and a half years.
