Another 500 thousand dollars for political and legal reforms.
The Asian Development Bank (ADB) has approved a $50 million policy grant to help the government of Tajikistan create a climate-resilient business environment and support the country’s small and medium-sized enterprises (SMEs).
The Climate Resilient Business Environment Program aims to transform Tajikistan’s business environment through, among other things, digitization, reforms to increase exports, improved infrastructure management, financial transparency and support for climate-resilient SMEs.
“This program underscores ADB’s commitment to supporting Tajikistan in its transition to a green economy,” said ADB’s Director General for Central and West Asia Evgeniy Zhukov. “By supporting climate-sensitive investments and improving the overall business environment, we aim to stimulate economic growth, create green jobs and strengthen the country’s resilience to climate change.
The program supports reforms that provide subsidized financing to environmentally sustainable SMEs, while prioritizing financing for women entrepreneurs. The program supports digitization and e-commerce by creating the Agency for Innovation and Digitization and approving the e-commerce program.
The program also promotes better management of public investments through evaluation to prioritize climate-focused projects.

Fiscal transparency is enhanced by strengthening the capacity of the Ministry of Finance to publish government financial statistics.
The program also supports international trade and investment by streamlining business documentation processes and updating the regulatory framework for issuing local and green bonds.
The program supports the National Development Strategy of Tajikistan until 2030 and the Green Economy Development Strategy for the period 2023-2037. It is also in line with ADB’s 2021-2025 Partnership Strategy with Tajikistan, which focuses on creating an inclusive and sustainable environment for economic growth.

A $500,000 technical assistance grant was also approved to support the Government of Tajikistan in implementing further reforms to improve the country’s climate-sensitive business environment.
This support will focus on political, legal and regulatory reforms, as well as strengthening the capacity of various government institutions.
The program is implemented in close cooperation with development partners, which ensures coordination and use of shared expertise to achieve climate and economic development goals.
Tajikistan joined ADB in 1998. For 26 years, ADB has supported a wide range of sectors, from strategic road and energy infrastructure to health, education, agriculture, urban development, public sector management and finance, totaling more than US$2.6 billion , including more than $2 billion in grants.
