The State Duma adopted laws regulating migration policy and, in particular, introducing a new deportation regime for migrants. They were considered immediately in the second and third readings at a meeting on Tuesday, RBC reports.
One of the authors of the law, deputy Konstantin Zatulin, who presented it at the meeting, emphasized that the implementation of the law will motivate foreign citizens to comply with the laws of Russia and “will help eliminate the use of fictitious legalization of their status, as well as ensure the unconditional expulsion from the territory of Russia of foreign citizens who they don’t want to comply with Russian legislation.”
“I want to emphasize that this is not illegal. Some are writing “anti-immigration legislation.” This is a law to restore order in a very important area at a time of very difficult challenges that Russia is facing,” added Zatulin.
Deputy Mikhail Matveev also spoke during the meeting. He drew attention to the fact that the law lists what migrants must refrain from, explaining that, in his opinion, “there are a lot of right things”.
However, the law does not take into account what “causes the greatest indignation among people,” Matveev added, “namely, the need to avoid domestic conflicts with Russians, to show respect for the elderly, women, children, not to show aggression towards others,” Matveev added. and not to use offensive language in public places and the like.”
What does the law require?
A package of two bills was submitted to the Duma at the end of April by a group of deputies from all five factions. One bill amends several federal laws, including those related to the legal status of foreigners and stateless persons in Russia, the other amends the Administrative Code.

The bills introduce a new legal regime for expelling migrants: it will apply to foreigners who are in Russia illegally, as well as those who have committed offences.
Various restrictions may be imposed against them, such as a ban on buying real estate and transport, driving a car, moving freely around Russia, getting married and opening new bank accounts.
An amendment was added to the second reading introducing a ban on “conducting other banking operations”, with the exception of money transfers for the payment of mandatory payments. In addition, a migrant subject to deportation will be able to withdraw up to 30,000 rubles in cash. per month.
The data of those subject to the deportation regime will be contained in a special register of controlled persons. During the second reading, the MPs specified that the information about the migrant will be published on the official website of the operator of this register in the public domain. The register is maintained by the Ministry of the Interior. From the day the information is entered in the register, the foreigner will be considered notified.
The bill allows a migrant to leave the deportation regime. For this, it is necessary to exclude data about him from the records. This will happen in several cases: after leaving Russia; solving the legal situation in the country; annulment of the decision that served as the basis for the introduction of the expulsion regime; the death of a stranger. Another reason was added to the second reading – the court recognized an illegal decision, which became the basis for the introduction of the deportation regime.
A foreigner will be able to leave Russia with, among other things, an expired passport or a passport that has “technical defects” but allows identification of a person. This provision was also added to the second reading of the bill.

In addition, the bill allows foreigners expelled from Russia to be placed in a special institution for up to 48 hours. This provision is also included in the second reading amendments. A migrant can get to a special institution based on the decision of the director of the FSB, the head of the Ministry of Internal Affairs, the territorial bodies of the department, the heads of border agencies and their representatives. At the same time, the current rule remains that migrants can be placed in a special institution for a maximum of 90 days by court decision.
In addition, the laws adopted on Tuesday shorten the period of temporary stay of migrants in Russia. If they can now stay in the country for a maximum of 90 days in six months, then the amendments at the first reading stage stated that the migrant will be able to stay in the country for 90 days during the year.
The bills passed the first reading on June 18.
At the beginning of April, the Ministry of the Interior presented its vision of what changes need to be made in Russia’s migration policy. The ministry has announced an extensive bill in this area.

It suggested, for example, the introduction of mandatory fingerprinting and photography for all foreigners arriving in the country, the creation of a digital profile of a foreigner that would collect data about him from various systems, the introduction of a single migration document instead of several different documents currently issued, etc.
A number of innovations proposed by the Ministry of the Interior are similar to those proposed by MPs. Thus, the department also proposed shortening the period of visa-free stay in Russia from 90 days to six months to 90 days per year, introducing a regime of controlled stay and a number of penalties for violations.
The draft law of the Ministry of the Interior has not yet been submitted to the Duma and has not been published in full.
