And we also asked them – what does our money go to?
Now you can pay for energy without cash. Deputy Director General of Housing and Municipal Services Rajabali Rasulzoda announced this at a press conference on July 22. However, it immediately became clear that the cashless payment system only works partially…
In response to the Asia-Plus correspondent’s question about cashless payments in the system of accommodation and communal services, Rajabali Rasulzoda noted that the relevant contracts between accommodation and communal services and Amonatbank have been signed and payment for this service is already available in Amonat-mobile application – electronic wallet Amonatbank.
The correspondent of Asia-Plus checked the application on the spot and it turned out that the “windows” named by the management of housing and communal services were empty – there was no information in them.
Try it yourself – by clicking on the “Payments” button and then on “Utilities” in the Amonatbank mobile application, a list of services will appear on the screen: electricity, heating (for Dushanbe), water supply and field water (apparently this means water for irrigation – ed. ), for which you can pay online. Interestingly, irrigation water is also on the public utility list, although it is the responsibility of the Reclamation and Irrigation Agency. There may be some confusion in the application.

This list also includes the state unified enterprise “Housing and communal services”; by clicking on it, you will be redirected to a new window with another list – drinking water and sewage (sewage), rural drinking water and waste disposal. But for each of these icons, you only get a blank window.

By the way, in the list of services, there is also a window of the State Public Enterprise “Housing and Communal Services” of Dangara District, to which you can make an online payment.
This means that you can currently pay online only for energy in Dangara throughout the country.
As the management of housing and communal services explained to Asia-Plus after the press conference, the organization has actually launched a cashless payment system in the country’s 56 districts and cities that were under its jurisdiction, but it is not really working yet.
According to the presidential decree “On measures to expand non-cash payments”, from August 1, 2023, all state services must be provided in non-cash form. Therefore, the payment of taxes, state duties, licenses, compulsory insurance, services, bank payments, etc. must be paid without cash.
They promise to have the system up and running within a week.
Nizomi Muosir, a technical services provider, is helping housing and communal services with the transition to an automated system.
As the company told Asia-Plus, now, in order for residents to pay for services without cash, they must come to the housing and communal services department in their district or city and pay for this service there through Amonatbank POS terminals.
“It is assumed that by the end of this week it will be possible to pay for energy through the Amonat mobile application. Currently, negotiations are underway with the management of Amonatbank on this matter,” Orif Tolibov, representative of Nizomi Muosir, told Asia-Plus.
Also, according to Tolibov, housing and communal services will turn to the national bank with a request to introduce online payment for its services in other banks in the country.

“This means that in a month energy companies will completely switch to a cashless payment system,” he added.
According to Nizomi Muosir, the cities of Gissar, Bokhtar, Levakand, Isfara, Kanibadam, Istiklol, Istaravshan and the districts of Rudaki, Kubodiyon, Shahritus, Vose, Pyanj, Dusti, Jaykhun, Kushoniyon, Balkhi and Bobojon are already connected to the Gafurov garbage collection billing system.
As well as the districts of Asht and Matcha, Devashtich, J. Rasulov and Spitamen. By the end of the week, the Sughd region will switch to the invoicing system completely. At the same time, the water supply is connected to this system, the company added.
“And the housing and communal services of large cities and regions such as Dushanbe, Khujand and Kulyab are subordinate to their executive bodies, and the housing and communal services are not responsible for them,” the housing and communal services explained.
where does the money go?
In response to another question from “Asia-Plus” – “what are the funds that are spent on housing and communal services from the people?”, the ministry said that all the money goes to the bank account of the economy and is spent on paying taxes, salaries of employees and repairs device.
Well, the main question that worries all Tajiks is – what do we pay for housing and communal services?
According to the Housing and Communal Services Administration, public services include: provision of drinking water, removal and disinfection (disinfection) of garbage and cleaning of the territory. We pay accordingly. Housing and communal services did not comment on the Asia-Plus reporter’s objections that Tajiks pay for garbage and water separately.
Meanwhile, according to the organization, in the first 6 months of this year, the company provided services worth 118 million 639.7 thousand somoni to residents of cities, districts and villages in the country. This is 14 million 457.8 somoni more than in the same period last year.
