Applicants who now have a privilege in the form of a certain number of points in addition to the points they obtained when entering state universities, in the academic year 2024/2025 have a set number of points for graduating in the chosen field of study, and in the case of a higher point evaluation, the student recommended additional quota on the basis of a state subsidy contract or payment in accordance with a point assessment. It is defined by the decree of the President of the Republic on the parameters of the state regulations for admission to public universities for the academic year 2024/2025.
To ensure the preparation of highly educated personnel in the fields of bachelor’s education and master’s specializations, which are in high demand in developing economic sectors and fields, to expand opportunities for young people to obtain quality education in higher education organizations, as well as personnel with the aim of directing training to sectoral, regional and targeted investment projects:
According to the Decree of the President of Uzbekistan dated May 24, 2024 No. PF-81 “On improving the system of admission to higher education institutions and the awarding of state contracts”:
- that the procedure for approving the parameters of the state contract in the form of full-time education for undergraduate education and master’s fields is in place;
- in the distribution of quotas according to the state code, priority is given to the fields of knowledge of engineering, medicine, exact and natural sciences;
- that non-state universities that accept students according to the procedures and conditions established for state universities may participate in the distribution of the state contract;
- For your information, it is accepted that from the academic year 2024/2025, entrance exams to state universities will take place according to the principle “first the test, then the selection”.
Parameters of the state regulations for admission to public universities for the academic year 2024/2025:
- bachelors in the form of face-to-face training on training – 34,838 people, according to Appendix 1;
- masters in training – 9,365 to Appendix 2 is confirmed accordingly.
The Ministry of Higher Education, Science and Innovation submits to the State Commission for Admission to Educational Organizations of the Republic of Uzbekistan (hereinafter referred to as the State Commission):

a list of non-state universities that have expressed their desire to participate in the distribution of state contracts and to conduct student admissions in accordance with the procedures and conditions established for state universities;

State Commission within a week For the academic year 2024/2025:
a) for admission to bachelor’s studies:
in terms of universities, forms of education and languages of education general acceptance parameters;
for eligible applicants other reception parameters;
on the basis of a state subsidy and a fee agreement, taking into account the average success rate of the previous academic year of the relevant bachelor’s field of study minimum score for admission;
ensure the need for highly educated workers of regions, sectors and industries in accordance with the orders of state authorities and organizations and economic companies with a state share of 50 percent or more in the approved fund (authorized capital), within the acceptance parameters based on the general state contribution target entry quotas and distribution of these quotas in districts (cities).;

b) master’s degrees approves the parameters of the admission procedure in terms of universities and languages, divides them into state grants and fee agreements.
